Sheldon Leader’s typed drafts of documents submitted to the European Commission of Human Rights between 1994 and 1999. These include:
-Statement of facts regarding the application of Nejdet Buldan submitted to the European Commission of Human Rights to pursue a case against Turkey regarding the alleged kidnapping and murder of his brother (not dated, 6pp);
-Completed 16 October 1996 draft of the applicant's response to the Turkish Government in the Buldan case. The reply notes that there is nothing in the personal history of Savaş Buldan that would warrant the Government's claim that his kidnapping and murder were likely committed by the PKK or Hizbollah, and no evidence of prior extortion of him or his family. The reply also notes that the Government's theory provides no reason as to why Adnan Yıldırım and Hacı Karay were killed alongside Buldan. The reply notes that the Government has not submitted any investigation files in the case and that it is clear that the investigation is biased and will not address the applicant's complaint similar to other 'unknown perpetrator' killings of prominent people of Kurdish origin (16 October 1996, 9pp);
-Draft of the applicant's observations on the domestic investigation documents submitted by the Turkish Government on 16 August 1999. The observations note that it took three years for the Government to respond to the request to submit the investigation files, and this combined with the documents in said files demonstrates an unwillingness to seriously investigate the Savaş Buldan murder. Appended are English translations of statements of the Bakırköy Chief Public prosecutor, and a witness statements taken by police from Sebahattin Uz, the doorman at the Çınar Hotel who witnessed Buldan's abduction (these appendices appear in the file table of contents as Appendices A, B, and C). The draft is enclosed by an unsigned letter to Sheldon Leader asking for his thoughts on the observations and listing questions they may want to follow up on as the case proceeds; the above are enclosed by a letter from Leader and Kevin Boyle to the European Court of Human Rights (29 October 1999, 4pp);
-Letter from Leader to Michael O’Boyle, Section Registrar, European Court of Human Rights, with a list of documents he is requesting from the Turkish Government in order to make further submissions on the adequacy with which the murder has been investigated and prosecuted (28 October 1999, 2pp).
