Byers, of the N.I.A.C.R.O. promoting and outlining the actions and activities of the group. The file also includes a TS letter signed by Martin Wright, Director of the Howard League for Penal Reform, London, to Kevin Boyle, discussing writing and research on penal reform and asking for advice on the group "Extern - The Northern Ireland Penal Reform Group". Attached is a sepia-tones headshot photograph of an unnamed man.
