Note from J Richardson to Freyer on the back of a letter from the Secretary to the Surgeon General with the Government of India, Simla, to [J Richardson] the Inspector General of Civil Hospitals, NWP and Oudh, dated 15 May 1890. The letter relates to the return of the letter to the Secretary of State for India in Council, from Surgeon Major P J Freyer. It states that the content of the letter should be compiled in the usual form of a memorial 'and in the usual temperate style' and should be forwarded through the Government of the NWP and Oudh.
