[Copy] letter from Peter Freyer, Moradabad, to J Richardson, stating that he is unable to accept the Governor General's decision and asks for his appeal to be forwarded to the Secretary of State for India in Council. He writes that he is not calling into question the right of the Lieutenant Governor to make appointments but the justice of the Lieutenant Governor's decision to refuse him advancement because he refused to comply with his request 'that I should refund or bestow in charity Rs 50,000 of my fee'. He mentions the promotion of officers, junior to him, to the civil surgeoncies of Bareilly and Banaras. In conclusion he writes that he has to appeal against what he regards as 'an unjust punishment and an unjust stigma cast on me'.
