TS letter from M. Sibthorp, Director of the David Davies Memorial Institute of International Studies, who has set up a group to comment "on developments since the Helsinki Final Act", lists members of said group and asks of Kevin Boyle if he could contribute opinion on how the Helsinki Act could affect Northern Ireland. Boyle, in his letter, offers a detailed response outlining his opinion and focuses his response on how the Report can influence Human Rights and economic co-operation, especially between the U.K. and the Republic of Ireland.
