Letter from Françoise Hampson and Kevin Boyle to the President of the Committee of Ministers of the Council of Europe regarding the Şükran Aydın and Menteş and others cases. The first portion of the letter details outstanding shortfalls of awarded payment from the Turkish Government for the applicants' legal costs in both cases. The latter portion of the letter notes that Turkish officials have now begun criminal proceedings against gendarmes from the Derik Gendarmerie in the Aydın case, but notes that the Turkish court is requiring Aydın to undergo another medical examination related to her rape despite 4 1/2 years having elapsed and Aydın having given birth three children in the interim and despite a 1996 statement from the Government to the European Court of Human Rights stating that she would be able to decline such requests.
