Letter from Françoise Hampson and Kevin Boyle to the President, Committee of Ministers, Council of Europe, informing that İzzet Çakıcı has now received payment from the Turkish Government awarded in his case. The letter notes that in violation of the case judgment, the payment was made in Turkish lira rather than pounds sterling, resulting in a substantial shortfall, and that all of the monies were paid into the account of the applicant in a lump sum rather than being paid individually into the accounts of Çakıcı, his brother's spouse and heirs, and the legal team. Attached is a fax from Camille Giffard, University of Essex, to Alice Faure Walker, Kurdish Human Rights Project, informing her of the issue and providing instructions on how the awarded monies should be distributed to the proper accounts.
