Correspondence pertaining to a dispute over Şerif Aksoy's application to the European Commission of Human Rights for legal aid funds. The Turkish Government requested that the Commission deny the application due to the inability to verify the authenticity of Aksoy's signature on the application in person. Françoise Hampson viewed this attempt to locate Aksoy's whereabouts as a gateway to further Government harassment or persecution of the applicant.
