Photocopies of a report (2 pp) in eight points following meetings held by Secretary of State for Northern Ireland [Peter Brooke] on 16 October [1991], concerning the three strands in the current cross-border and multi-party talks, and focussing on Sir Ninian Stephen's call for 'Heads of Agreement' from each party as a basis for his forthcoming report. Point 1) states 'Intensive shuttle diplomacy on the part of Sir N Stephen. Atmosphere improves.' and point 8) terminates with 'Events in the next couple of weeks could move rapidly and unpredictably.' (Dated by Sinn Féin's Setting the record straight (1994).
