This copy was forwarded to Peter Freyer by J Richardson, Lucknow on 29 Apr 1890, with reference to his letter of 16 Dec 1889. Includes [copy] letter from Peter Freyer to W R Rice, dated 16 Dec 1889, stating that he cannot accept the debar on his promotion as he feels he did not do anything wrong and asks that 'the whole of the correspondence in this case' may be forwarded to the Governor General in Council. He reiterates the history of his case in a long account.
