Northern Ireland, the Police Authority, the Commissioner of the Garda Siochana, Merlyn Reece, M.P., National Council for Civil Liberties, Amnesty International and Human Rights Groups at home and abroad, detailing the arrest by [British Army] Officers, of James Collins, the physical search of his home and Collins' subsequent arrest and interrogation where it was claimed he was subjected to verbal abuse and threat of rape made against his daughter.

The file also includes a TS letter signed by Martin Wright, Director of the Howard League for Penal Reform, London, to Kevin Boyle, discussing writing and research on penal reform and asking for advice on the group "Extern - The Northern Ireland Penal Reform Group". Attached is a sepia-tones headshot photograph of an unnamed man.
