Reply of the applicant to the Turkish Government's observations in the Yaşa case. The applicant states that the Government 'appears not to have responded to the Commission's request for observations concerning the violations of specific Article of the Convention alleged by the Applicant. These must therefore, subject to the question of exhaustion of domestic remedies, be taken to have been conceded.' The reply also notes that ethnic discrimination against Kurds is acknowledged by outside sources despite the Government's denials.
