Reply of the applicant to the supplementary observations of the Government of Turkey submitted on 30 May 1995 in the Avşar case. The applicant reiterates that the current proceedings in the case are designed to exonerate the State from any responsibility in Şerif Avşar's death and directly prejudice his ability to secure a civil remedy, and that it appears the State are also protecting the gendarme responsible for ordering the killing, including failing to pursue the gendarme's identity. Includes annotations.
