Gendarmerie custody records for the Hazro, Lice and, Diyarbakır provincial gendarmerie headquarters between 1992 and 1994 appended to the applicant's memorial in the İzzet Çakıcı case. According to the European Commission on Human Rights, 'The Hazro gendarmerie station custody record made no entry on 8 November with respect to Ahmet Çakıcı. Nor did the copies of the entries for the period November to December 1993 at the Diyarbakır provincial gendarmerie headquarters. The Commission examined in detail the entries for both. It found disturbing discrepancies. In particular, it found that entries were not in sequential or chronological order; that all the entries in the Diyarbakır custody record were in the same handwriting; and that the number of persons recorded as detained in Diyarbakır exceeded the officially available number of cells. This gave rise, inter alia, to a strong suspicion that entries were not made contemporaneously.'

This article was one of the clippings attached as Appendix 2 of Nejdet Buldan's application to the European Commission of Human Rights (A44/43/1/19/1/2/1).

Three issues of Amnesty's Urgent Action publication (9 December 1993, 17 December 1993, and 25 January 1994) discussing the detentions of the lawyers who are applicants in the Elçi and others application and the Şahin and Şahin application. It is noted in the 19 December 1993 issue that 16 defence lawyers in Diyarbakır and İstanbul have been detained without being informed of the charges against them; the formal indictment would not come until 22 December 1993 (A44/43/1/28/1/2/5).

Official indictment (in Turkish with English translation) in the Diyarbakır State Security Court on 22 December 1993 against 23 people, including the applicants in the Elçi and others case (both in the Elçi and others application and the Şahin and Şahin application) and certain prison officers, on charges of being members of and acting for the PKK. Some of them were accused of other serious offences, such as helping PKK terrorists procure weapons, smuggling in and out of prison proscribed materials, such as cyanide or a knife, and receiving and implementing instructions from the PKK leadership.
