Memorial of the Turkish Government in the Mahmut Kaya case submitted to the European Court of Human Rights. The Government 'believes that the aim of the application is to dishonour the security forces combating [sic] with separatist terrorist violence. The scenario of this application is mainly based on hearsay evidence, rumors, a book written by a journalist and a report repared solely for the purpose to the administrative body which has no judicial significance.'
