Final pleadings of the applicant in the case of Mehmet Timurtaş v. Turkey submitted to the European Commission of Human Rights. The applicant submits 'that the conduct of the Silopi and Şırnak gendarmes, as exemplified by that of Mr. Durmuş, was calculated to frustrate the effective operation of the right of individual petition. had it not been for the fortuitous discovery of a document, he would not have been able to prove the claims in his application beyond reasonable doubt. He would have been prevented from doing so by the lies which Mr. Durmuş, otherwise a very credible witness, told on oath.' The applicant asks the Commission to adopt a report in the case under Article 31 of the European Convention of Human Rights and refer the case to tthe European Court of Human Rights.
