The applicant submits 'that the conduct of the Silopi and Şırnak gendarmes, as exemplified by that of Mr. Durmuş, was calculated to frustrate the effective operation of the right of individual petition. had it not been for the fortuitous discovery of a document, he would not have been able to prove the claims in his application beyond reasonable doubt. He would have been prevented from doing so by the lies which Mr. Durmuş, otherwise a very credible witness, told on oath.'
