Françoise Hampson's typed summary of the response of the applicant to the observations of the Turkish Government on the application of Zübeyde Dulaş to the European Commission of Human Rights (A44/43/1/25/4/2). The reply notes that the accusation against Rozan Alicioğlu, who took Dulaş's statement, of working for the PKK is a common accusation levied by the Government against lawyers and workers of the Human Rights Association, and that Alicioğlu is seeking refugee status in Switzerland, which she would not be entitled to if the Government's allegations had any substance. The reply also notes that while the statement itself bears no thumbprint from Dulaş, the accompanying application to the Commission does, and that the applicant had no reason to believe a formal complaint to Turkish authorities would have any effect except perhaps to endanger her life and the life of her family.
