Scope and content

Emergency application submitted to the European Commission of Human Rights on behalf of 14 lawyers arrested and detained under emergency law on various dates in November and December 1993 to pursue a case against Turkey. The applications are brought by the relatives of the applicants on their behalf for the reason that the applicants are being held in incommunicado detention. As an 'emergency application', the application is supported by the power of attorney form signed by Ömer Elçi, brother of Tahir Elçi; Kevin Boyle notes that further letters of authorisation representing the 13 other lawyers are forthcoming (A44/43/1/28/1/3/2). This application would be joined to the Şahin and Şahin application (A44/43/1/28/1/6/1) on 9 September 1994.
