Applicant's submissions on the merits of the Gündem application to the European Commission of Human Rights. The applicant 'points out that the procedure to investigate complaints against agents of the State is biased and not independent' and notes how decisions of non-jurisdiction in southeast Turkey by public prosecutors lead to district governors and administrative authorities being allowed to control investigations. Attached as appendices are statements of the applicants in the Mahmut Demir/Sıddık Yaşa case (A44/43/1/24), and two NGO reports on forced displacement, village destructions, and the implementation of the village guard system, in southeast Turkey.
