Observations on the merits of the Mehmet Gül case submitted on behalf of the applicant to the European Commission of Human Rights on 26 July 1999. The applicant states that the 'entire investigation undertaken by different agencies was fundamentally defective' and that the lethal forced used against the applicant's son was deliberate and unjustified. Appendices include two reports on the use of ballistics and firearms, excerpts from an Amnesty International report discussing the younger Mehmet Gül's death, and minutes of a conversation with a photographer commissioned by the Bozova Public Prosecutor who was at the scene of the incident.
