Photocopy typescript memorandum by ['a Community Association', Derry], (untitled), reporting to 'the Council' (p.17) and at length making recommendations for the reform of a police service in Northern Ireland, while strongly advocating that local communities take responsibility for the process, and be part of the emerging police structure. Submitting their experience of the police (quoting from official reports and other sources); commenting on malpractice in the service; describing the current police structure (comparing to ten other European countries, and Israel); commenting on their legal system as a whole; on police and community (commenting on class, and comparing the decentralised system in the US). Submitting own proposals, including disbanding of RUC; destruction of all existing police records, formation and training of new police force; independence from political structures; local police service with jurisdiction in petty crime.
