Typescript draft with handwritten amendments, and full copy (2 pp) of a list by [Brendan Duddy] entitled 'Further thoughts on reorganizing a police service', in 14 points. Recommending that any reform be undertaken by the Secretary of State; that the Police Advisory Committee be restructured with members from civilian interest groups; that an Independent Complaints Body be set up; that the Special Branch Services be disbanded. Also stating that the Republican elements within the minority would never accept a solution on policing found at the 'forthcoming convention'. (With a caption by [Éamonn Downey] suggesting a date before Secretary of State Roy Mason's tenure of office. Dating possibly by the mention of the 'convention', if the Northern Ireland Constitutional Convention is intended; Frank Lagan also possible author.)
