Scope and content
Kerby A. Miller's notes on an unsolicited report on the state of Ireland submitted by W. Ramage to Robert Saunders Dundas, 2nd Viscount Melville, Edinburgh, 1 August 1824. Per Miller, 'Ramage appears to have been an agent of the Royal Navy stationed in Ireland. His employment there afforded him ample opportunity, as he claims, to observe the country and its people; the first-hand knowledge gained from his experiences in Ireland led him to suggest some practical means for alleviating the misery of the Irish people, particularly those living in the southern counties. Ramage regards the ills of Ireland as arising from two abuses: the power of the Roman Catholic clergy and the indolence and insensitivity of the landlords.'
