Letter opens with "Recently some people in the P.D. have been worried about the way the P.D. seems to be drifting..." and discusses "Why the P.D. must reject elitism" [within its ranks], and mentions examples of Cuba and Russia where revolution has had mixed results in providing a changed society for all members.
