Telefax (1 p) and copy from 'R[obert]' to [Brendan Duddy] with a personal message for passing on to 'Mr Campbell' [Martin McGuinness]. Regretting the failure so far of his 'Board' to respond to 'your brave and straightforward offer'. The 'national chairman' [Secretary of State for Northern Ireland] has not been able to justify an affirmative reply. Assuring him that although their wheels turn too slowly, there is goodwill on both sides; advising against setting a deadline. (With a caption by [Éamonn Downey], referring to The Observer (5 December 1993) calling this the third 'Banking Message', and also referring to Sinn Féin's Setting the record straight .)
