              TS document sent to all members of the NICRA from the Executive Committee of the NICRA and detailing the delay in implementing reforms as outlined by the NICRA by the 'Unionist Government', outlining NICRA's attempts to meet with the British Prime Minister and cabinet colleagues and stating if no assurances are forthcoming then a march will take place in Fermanagh on Saturday 28th November, [1970] in defiance of the six-month ban on parades under the Special Powers Act and outlining the further demands of the NICRA.
