              Briefing notes on General Affairs Council (GAC), Brussels, 15/16 July, for which Dick Spring, TD, Minister for Foreign Affairs and Tánaiste, was chairing. Also includes typed summary of outcome sent by Peter Gunning, Head of Mission, Permanent Mission of Ireland to the European Union, 17/07/1996, and bilingual provisional press communication. This was the first GAC under Tánaiste Spring's Chairmanship. One of main topics was the Regulation on financial and technical measures to accompany the reform and the economic and social structures in the framework of the Euro-Mediterranean partnership (MEDA) and the Greek reserve on its adoption, and agreement was considered by Gunning as "significant achievement".
