In 19 points, submitting steps towards a reform of the Northern Irish police acceptable to the republican movement. Emphasising necessity of disbanding the Special Branch and ending the para-military aspect to policing through a thorough reform of the RUC from within and with some input from the political parties, including the SDLP. (With a caption by [Éamonn Downey] suggesting a date before Secretary of State Roy Mason's tenure of office.)
