Paper presented by Father Hayes at Bray with regard to his plan for organising a guild of Muintir na Tíre there. Father Hayes notes that he has been endeavouring to find a plan consistent with both 'the Ideals of a Guild and the future prosperity of a Seaside Town'. He notes the difficulty in starting a guild in such a location. He writes that with Irish independence, 'we are essaying to eradicate from our National Life all things that are foreign to our tradition' but that Irish cultural revival 'has lost its significance since it has no practical outlet in the daily lives of the people, in short, we have no civic consciousness'. Father Hayes writes that tourism brings visitors to 'our seaside resorts' with different values and temperaments 'fundamentally at variance with ours' ('That we should allow the polluted atmosphere of a Blackpool or Brighton with its hectic excitement to stimulate the holiday spirit of a seaside resort in a Catholic country is an insult to our people') and perpetuates an inferiority complex. Father Hayes proposes that a guild in Bray would have to incorporate representation from five groups to be successful: professionals, unemployed workers, traders, trade unions, and boarding house proprietors. He states that it would take five years to implement his plan.
