Draft of paper written by Canon Hayes in which he writes of the evils of capitalism and communism, and states that 'Life in rural parts has always been more secure and carefree than life in the city'. He then advocates for the reorganisation of rural life in Ireland via a 'parish guild, guild-section, and parish council system' to provide security. He states that the places where Muintir na Tíre has been successful have been in places where youth have sacrificed through labour. Includes annotations and corrections.
