Typed copy of memoranda of Labour representatives and Eoin Mac Neill in relation to indirect action (passive resistance) to the introduction of conscription into the country. The labour representatives recommend a withdrawal of bank accounts, stoppage of rail traffic apart from food supplies, and a general stoppage of work. Eoin Mac Neill talks of an anti-conscription pledge "All should bear in mind that the main object of their resistance to Conscription under this head must be to make the machinery of conscription unworkable and to break it down by increasing its difficulties and delays to the utmost".
