Letter from Peter Freyer, Moradabad, to Dr Richardson, relating to an interview he had with the Lieutenant Governor [of the NWP and Oudh, Sir C H Crosthwaite] at which he discussed his lack of promotion 'owing to the unfortunate difference of opinion between the late Lieutenant Governor, Sir A[uckland] Colvin and myself regarding the Rampur fee'. He asked the Lieutenant Governor if he might expect the same treatment on his return from leave. The Lieutenant Governor did not consider he had sufficient information to give a reply but said to write to him 'through you'. He has a 'desire to see myself righted before leaving the service of Government' and asks when he returns from 'furlough' if he will be promoted to a first class civil surgeoncy. He asks him to place this letter before the Lieutenant Governor 'with such remarks as you may wish to make therein'. Includes letter from [J] Richardson, Lucknow, to [Peter] Freyer, sending him a copy of his confidential reply to [Hon J D] La Touche [Chief Secretary to the N W P and Oudh government] and asking him to 'burn it'. He says that 'the chap from whom you might have expected better, wants to cut your fee down to Rs 15,000'. He tells Freyer that he can trust Sir C C implicitly but not to approach 'any of the big wigs' at present. 'Justice will at length be done you; but you can understand how difficult it is for HH to right about face and damn his predecessor' (30 Mar 1893). Enclosure undated copy of a confidential letter from [J]R to La Touche, relating to the proposed fee to be paid to 'Dr Freyer for professional services rendered by him to the Rampur state from Augt 1888 to the end of 1892'. He thinks that Freyer should be paid the 20,000 rupees which 'the Council of Regency consider Dr Freyer to have earned'. He states that 'some parts of Dr Freyer's letter I consider shd; not have been written' but he believes some excuse should be made for a man who 'rightly or wrongly believes himself to have been harshly dealt with'. He feels that the medical profession in India, have always supported Dr Freyer.
