Letter from Peter Freyer, c/o Messrs Grindlay and Co, 55 Parliament St, London SW, to 'Dear Sir' [J G Pilcher], thanking him for the conveyance of the Government's sanction for his leave extension. With reference to the DO's [District Officer] letter of 22 Dec 1892 he points out that a Government resolution of either 1883 or 1884 'laid down that the promotion of civil surgeons would not depend on seniority'. It was in accordance with this order that he was appointed to officiate as civil surgeon in Allahabad in 1888 'though there were many of my senior available'. In early 1889 he was to be appointed to Agra or Lucknow but was barred by Sir A Colvin from advancement because of his non compliance over the Rampur fee. The present Lieutenant Governor removed the bar to his promotion and promised him a first class civil surgeoncy when the opportunity arose and he 'naturally assumed that I should be restored to a not worse position for advancement than that which I occupied previous to the bar having been imposed'.
