Sir George Cary, Bart., [Home Secretary], '(presented in pursuance of an Address dated 22 March 1847)' [to the House of Lords?]. The Earl repudiates Mr Otway's [Caesar George Grey, Inspector of the Poor Law Commissioners] testamony relating to government assistance for Poor Law Unions and 'Seven hundred occupations improperly charged to me in the Westport Union' through faulty rate books. Instead of pressing him to pay the Poor Law Commissioners, Otway should be demanding a 'legislative remedy' to the problem of immediate lessors [torn and fragile]
