Copy letter from G Vaughan Carleton, to Lord Eliot MP, [Chief Secretary. Edward Granville Eliot succeeded his father on 19 Jan 1845 as 3rd Earl of St. Germans. He was Chief Secretary for Ireland from 1841 - Jan 1845] describing the difficulties encountered by various law officers in finding magistrates to enact the law in the Swinford area. He writes that 'as Chairman of the Swinford Board of Guardians I feel I am justified in saying that the collection of the poor rate and the advancement of the Poor Law in the Swinford Union is very seriously impeded for want of Petty Sessions being regularly held'. He describes Swinford as being a remote area, 'thickly peopled' with few resident gentry. In his opinion Swinford should have a resident stipendiary JP.
