Letter to Father Hayes from the Controller of Flour and Bread Supplies, Department of Supplies, regarding a baker named Kiely in Tipperary for whom Father Hayes advocated. The controller notes that flour supplies are seriously limited and 'the baker in question has used up his full quota long before the end of the quota period.' The controller asks Father Hayes 'if you would convey to him that unless he is prepared to co-operate by spreading his production of bread evenly over the whole of each quota period and delivering reasonable quantities to each of his customers, his licence as a trader in bread in bread will be withdrawn.'
