Preliminary application for the case intended to be filed by Kemal Okutan on 23 December 1994 against the Republic of Turkey with the European Commission of Human Rights (referred to internally within the Kurdish Litigation Project as Case 178). Okutan was the leader of the People's Labour Party (HEP) for the Adana province and endured a series of threats, arrests, prosecutions, fines, and imprisonment since his appointment to the provincial leadership in 1990 under charges of promoting terrorism and separatism. The case did not proceed past this preliminary application.
