Pointing to the lack of British response to the ceasefire called on 28 January and 10 February; appealing to him to take initiative to avoid a return to hostilities. Expressing belief 'that the Irish problem will be solved only by Irishmen, freed from British direction', and finding that the progress so far has been too hesitant 'to satisfy our Movement and people'. Stating their failure to understand the Republicans' stance - pointing to the past 50 days of peace on the one hand, but critical of the Provisionals' failure to engage with the loyalists, of their boycotting the Constitutional Convention; also stressing their own grave problems arising from increased violence from internecine and sectarian fighting. (With a handwritten caption by [Éamonn Downey], dating the item. Also handwritten comments by [Brendan Duddy] identifying origin and adding the piece was 'doctored' by Sir F.Cooper, Northern Ireland Office; stating Duddy refused to use it.)

Pointing out that 'the machinery of government' works slowly, appreciating that both sides have their problems and that there is a grave responsibility for the Republican Movement to show patience - 'we recognise the historic importance of the present time...'.
