Typescript copy of communiqué from [the Provisional IRA] to [Prime Minister Harold Wilson], offering twelve terms for a bilateral truce. Detailing the foregone meetings with the government since the Feakle discussions in December 1974, their inability to justify the ceasefire any longer, the non- acceptance of these terms as previously offered on 21 January. Reiterating 'our sincerity to explore every avenue to secure an honourable and permanent end to this war'. Enclosing typed copy of twelve terms. Handwritten notes by [Brendan Duddy] on reverse of copy terms; seemingly dealing with business. (A caption from [Éamonn Downey] supplies origin and recipient, and contextualisation of the item, with a reference to information from Peter Taylor.)

Communiqué issued by The Army Council of the I.R.A. addressed 'To The Irish People' . The Communiqué announces that 'Resistance to British rule in occupied Ireland has now entered a decisive stage. Early today, northern units of the Irish Republican Army attacked key British occupation installations.' The communiqué goes on to outline the causes and nature of the conflict between Ireland and Britain, making special reference to the 'Six Counties', describing the people living there as 'the direct victims of British Imperialism and also as the backbone of the national revolutionary resurgence.' The communiqué goes on to say that 'the foe will use his considerable resources to divide us by fanning the fires of bigotry and sectarianism - twin enemies of Irish Republicanism.'
