An exchange of reports between the Republican Chief of Staff and the O/C 1st Western Division. The main concern is the loss of so many Republican officers captured and its effect on the fighting ability of Western Division. The lack of arms, equipment and morale is also discussed. O/C of Western Division replies that the loss of their officers is hampering their activities having lost so many high ranking officers. Their lack of equipment is also an issue, apathy to both sides on the part of the civilian population and the new Free State tactic of executing Prisoners of War. They cannot ambush Free State units as they are not moving as regularly and cannot take Free State held towns without an engineering section. Morale of Republican men good and advice as to the treatment of Free State prisoners is asked for.
