Memo from J Richardson, Lucknow, to Peter Freyer, forwarding a copy of a letter from Viscount Cross, [Secretary of State for India], India Office, London, to the Governor General of India in Council, [Marquess of Lansdowne], dated 9 Oct 1890, stating that he has read Surgeon Major P J Freyer's memorial and that Freyer should be informed that 'your action in the matter has my entire approval'. He also expresses his approval of the rule to be observed in future, contained in the notification of 18 Dec 1888.
