Preliminary application, including the statements of the applicant, his lawyers, and his brother, plus a draft of the application statement, pertaining to the case filed by Emran Emekci on 27 April 1995 against the Republic of Turkey with the European Commission of Human Rights (referred to internally within the Kurdish Litigation Project as Case 162 and assigned to Bill Bowring as lead) regarding his detainment and alleged torture after being taken into custody on 7 October 1994 at the Ankara State Security Court while attending the trial of Democracy Party (DEP) members. A lawyer affiliated with the İzmir Branch of the Human Rights Association, Emekci was detained at the Ankara Anti-Terror Directorate Branch for 4 days and at the Bingol branch for 16 days. In addition to torture, Emekci alleged that he was forced to sign a false statement. A full application was not submitted in this case and litigation was not pursued through the Kurdish Litigation Project.
