Stating that Sinn Féin is excluded from the democratic institutions because of its connection with the campaign of violence, and that 'in the event of a genuine and established cessation of violence', all policies would be reviewed. Also stating that the talks seek to produce an agreed accommodation - 'the British Government does not work to any preconceived master plan' (point 5). (Caption by [Éamonn Downey] supplying the date from Sinn Féin's Setting the record straight which presents this as a preview for a speech by Mayhew to be made in Coleraine; the speech was eventually made 16 December 1992.)
