Pointing to the lack of British response to the ceasefire called on 28 January and 10 February; appealing to him to take initiative to avoid a return to hostilities. Expressing belief 'that the Irish problem will be solved only by Irishmen, freed from British direction', and finding that the progress so far has been too hesitant 'to satisfy our Movement and people'.
