File 1 contains a paper entitled "States of Emergency: Problems in Classification and Control."; "Regions and Borders: Controversies in Northern Ireland about the European Union" by Prof. Paul Bew and Prof Elizabeth Meehan (1993); "Immigration: United Kingdom Objectives for Future European Community Policy" by Ann Dummett (Sep 1992); "Auditing Democracy in Britain: Objective and Subjective Elements" by Stuart Weir, ECPR Workshop, Leiden, April 1993; "The Theory and Practice of Democracy in the United Kingdom" and also "Constitutional and Cultural Underpinnings of Political Freedom in Britain and the United States" by David G. Barnum, John L. Sullivan and Maurice Sunkin." Copy of "Human Rights Committee: Consideration of Reports Submitted by the States Parties Under Article 40 of the Covenant, Third Periodic Reports of the States Parties due in 1989 Addendum, United Kingdom of Great Britain and Northern Ireland" (30 Oct 1989) and also copy of "Third Periodic Report by the United Kingdom of Great Britain and Northern Ireland to the Human Rights Committee Under Article 40, International Covenant on Civil and Political Human Rights - Supplementary Report on the Dependent Territories" (Oct 1989).
