Typescript copy of communiqué from [the Provisional IRA] to [Prime Minister Harold Wilson], offering twelve terms for a bilateral truce. Detailing the foregone meetings with the government since the Feakle discussions in December 1974, their inability to justify the ceasefire any longer, the non- acceptance of these terms as previously offered on 21 January. Reiterating 'our sincerity to explore every avenue to secure an honourable and permanent end to this war'. Enclosing typed copy of twelve terms. Handwritten notes by [Brendan Duddy] on reverse of copy terms; seemingly dealing with business.
